   I am sure it is not jsut Allstate. Insurance rules are controlled by the State. Some parts of a companies policies may not be allowed in all States.

   Because, in some states, they don't write car insurance. They're required by law to put those disclaimers in.

   Both answers are right; some states don't allow certain features with auto insurance, and contrary to its name, Allstate may not be able to write in some states.

   Not all insurance companies are licensed in every state, plus different state laws come into effect with regard to what types of insurance products can be sold.
