   Generally they are personal injury lawyers with a strong interest in civil rights law.

   Lawyers don't sue anybody. They represent plaintifs or defendants involved in a lawsuit.

   "The reason I'm asking is because there are (sic) always police brutality and harassment but however they get away with their crimes because they're legal criminals"

   I am sure you will find that they don't always get away with their crimes (ignoring the fact that most of the time it is not a "crime", rather a tort). See for example the off duty police beating of Frank Jude in Milwaukee.

   And what do you mean by "legal criminals"?

   It would be civil rights specialist. When the police violate a person's civil rights they are allowed to walk and sue. Generally there is not trial or anything and it is settled beforehand to avoid bad publicity for the police force.
