   Web authoring software or webpage building software. Most sites have people that are trained in different web building languages also! Java, HTML, etc…

   You don't use a program, you must program the website yourself. You could complete the website using HTML, PHP, and MySQL though. I recommend programming with EditPlus 2 using XAMPP to run PHP files on your own computer(turns it into a server.) Try http://www.w3schools.com to learn the language. If you don't know anything about programming look foward to investing months to learn, and years to be an expert. If you wanna compete with other online insurance companies you certainly will need to be expert.
